NECATI İÇER
Born in Kayseri, Türkiye. Necati İçer has graduated from Agricultural Faculty of Atatürk University in 1976. He holds a master degree in Mass Media and Education from Manchester University. He has a broad experience in agriculture, insurance and reinsurance.
After having experience in agricultural area, Necati İçer is involved in insurance sector since 1991. He has worked as underwriter for Munich Re Istanbul for 10 years. While working in reinsurance, he was responsible for the assessment and underwriting of facultative business for hail, livestock and greenhouses. In addition to these his duties were the collection of statistical market data and the preparation of the minimum hail market tariff, the preparation of treaty documents, special conditions and negotiations with ceding companies. He has given numerous seminars in underwriting for the various agro classes and loss adjustment. His responsibilities further included the position of IT coordination.
Necati İçer joined in the Association of the Insurance and Reinsurance Companies in Türkiye in 2002. He has been working as Technical Manager at Agricultural Insurance Pool Management Company since the time of its establishment. He has written multiple articles and participated congresses, seminars and workshops as a speaker, on crop insurance. His main duties in the company are:
– To prepare draft of general and technical conditions for all insurance lines
– To prepare loss adjustment manuals for different types of crops
– To carry out actuarial studies
– To make portfolio analysis
– To train loss adjusters
– To develop new products
– To coordinate R&D studies
AGRICULTURAL INSURANCE POOL
TARSIM (Agricultural Insurance Pool) was founded in 2005, and devised as “a public-private partnership in Agricultural Insurance in Turkey”.
Its aim;
– To provide standardization in insurance contracts which cover the risks under the scope of the law
– To centralize and standardize loss adjustment activities
– To specify procedure procedures and fair payment of losses by a central entity
– To provide the insurance coverage for such catastrophe risks like drought, frost, etc., that cannot be covered by a single insurance company
– To expand the capacity and coverage of reinsurance by encouraging the participation to reinsurances
– To effectively make use of the information, human and financial resources of the insurance companies jointly
– To effectively make use of the Government subsidies and Excess of Loss Protection
– To prevent unfair competition in the prices
– To encourage the participation in Insurance.
